Shorts are arranged so the end of one clip is the start of another. You do not have to decide to stay. Staying is what happens if you do nothing. That is different from a longer video you opened on purpose.

Keep YouTube. Interrupt the automatic next clip.

If YouTube is also where you learn or listen, you do not have to treat the whole app as a problem. Treat the Shorts session as the part that has no natural ending. Prefer the video you meant to watch. Leave Shorts when the clip you came for is over.
